As long as you have met the pre requisites to sublet your HDB (meet the MOP as well as being a Singapore citizen), approval from HDB should not be an issue. The restriction to consider will only be the profile of your tenants due to the ratio eligibility in the block and neigbourhood introduced by the authorities a couple of months back.
Purchasing a 2nd residential property will require you to pay Additional Buyer's Stamp Duty of 7% on top of 3% as a normal Buyer's Stamp Duty. Loan quantum you are eligible for will require you to go through an assessment with the bankers to seek In Principle Approval such that you can work out the sums financially to determine if the purchase will be a stretch for you financially.
