My parents have passed on, and my sibling and I have inherited the hdb, fully paid.

If my sibling or myself is to sell our stake to each other, 1) can it be below market price/valuation? 2) is it possible to take loan from cpf/hdb? 3) since we inherited, will the sales proceed be transacted in cash/bank or in cpf accounts?
