1) Before this policy was laid there was a lot of unhappiness happened between seller and buyer. Thus HDB feels there is a need to highlight to both buyer and seller awareness to discuss this before signing the OTP.
2) HDB had also clearly stated HDB only served as a party who acknowledge such arrangement between buyer and seller. They will not intervene or act as mediators when there is any disagreement on this extension arrangement.
3) Therefore all terms and conditions that raised involving this extension had to be carefully discussed between buyer and seller.
4) This is the only 3 months that HDB flat allowed to "rent" out before MOP. However, this is also subject to 10% property tax since this is not occupied by the owner. Normal property tax occupied by the owner is 0.4%.
5) Thus you have to be aware of all the costs involved once this is under your name. lay them out carefully and discuss one-by-one with the seller to ensure you are not on the losing end.
