When to pay SSD - Sellers Stamp Duty

Maybe someone can help to shed some light on my question reg: SSD

On the IRAS site it says - "14 days from the date of execution if the document was signed in Singapore"

So my question now is when to calculate the 14 days?

Example:
Buyer decided to give 1 pct and signed OTP on Jan. 1 2015, does this mean I need to pay the SSD on Jan. 15, 2015?

or I will have to wait until the buyer handover to me the 2nd cheque which is 4pct and then that's the time the 14 days kicks in for me to pay the SSD?
