Foreign nationals are eligible to purchase non-landed private residential properties here in Singapore and will be subjected to prevailing stamp duty and Additional Buyers' Stamp Duty rates. For a German resident, the current additional buyer's stamp duty rate is at 30% of the purchase price. You will need to ensure that relevant funds for the purchase are available, and if you require any home loan to finance the purchase, it can be done. You may appoint a power of attorney to assist you in signing of documents here on the purchase as well as future rental while you are not in town including the management of the property.
AirBnB in Singapore is allowable as long as the minimum rental term is 3 months as it is against the regulations to rent out for period of less than 3 months for residential properties in Singapore. Rental management services are available too. We can discuss more. Importantly, it will be filing of the income tax and paying the relevant taxes that will be important to manage.
