For agents who gives written agreement on rebates for cases but disappeared after the deal went through, where will be the appropriate places we can lodge this case to? Thank you so much for any responses.

Rebates? You mean cashback? In the first place, buyers should not be receiving rebates/cashbacks for their purchase as it is against the MAS rules for buyers to receive such rebates/cashbacks from agents.
