As a US citizen, for your 1st property purchase, you only need to pay the BSD, like all buyers. No ABSD is involved.

As you are an US citizen, ABSD remission is applicable and hence you need not pay any ABSD on your first residential purchase here if you do not own any residential property in Singapore. This is due to our free trade agreements. You can read up more here

Rest assured you WONT have to come out with ABSD first and claim for refund. You just require to pay buyer's stamp duty as per a Singaporean when you exercise will do.

As a US citizen, you get to enjoy the same tax treatment as a Singaporean under the FTA. As such, you will not need to pay ABSD upon purchase. However, the standard Buyer Stamp Duty is still applicable.
