Hi, I am a PR who is an essential occupier (not owner) of a HDB currently(Resell - bought on Jan/2017). The owner is my husband. (SC)
I own no other properties in Singapore. We are planing to buy a new condo under my name, for the ABSD rate calculation is this considered a first purchase (ABSD=5%) or a second purchase (ABSD=10%)?

Hi Jessica

You will need to meet with your MOP before you can buy a private condominium.

Under the existing regulation, it will be 5% ABSD under your personal name.

Unfortunately being an essential occupier you have to also meet the MOP of 5 years before you can purchase another residential property.

Hi Jessica,

The essential occupier is also required to fulfill the 5 years of MOP and therefore you will not be eligible to purchase a condo yet.

Once you are eligible, the rate is 5% for the first property and not 15% for 2nd property onwards.

Hi Jessica,

I wish to inform you that you are only eligible to purchase another residential property after Jan 2022, as you will have to serve the 5-year MOP for the HDB flat that your husband had bought last year.

Based on current rules, you will be liable for a 5% ABSD for your first property purchase, though that might change in year 2022, when you're eligible to purchase.

Alternatively, you may wish to consider non-residential properties if your objective is to purchase something for investment purpose. No ABSD is payable for such properties.
