As you are purchasing a resale EC thus you dont have to dispose off your overseas property or observe a 30 months waiting period.
Its only when you purchase a resale HDB flat, you need to dispose off your private properties (be it in Singapore or overseas) within 6 months after resale completion.
And its only when you opt to purchase a BTO or new EC then you will need to dispose off your private property and observe a 30 months waiting period before application which both of you are not eligible as not at least one of you is a SC.
With the new cooling measures, you will be subject to 5% additional buyer's stamp duty of top of usual buyer's stamp duty (3% x purchase price) -$5400.
