I am not sure if you have any ground to lodge a complain to CEA.

from your description, apart from a reply "he is busy", he has NEVER SHOWN YOU THE UNIT, OR DEALT WITH YOU PERSONALLY.

It is just like walking into a shop or call an online advertisement of a retail product, but no one ever return your call.

Unless he has arranged for you and you have met him and viewed the unit, then he stopped responding to you, then you have a strong case to complain to CEA.

anyway like other fellow agents advised you, move on.
