Hi, we are a double SPR family who owns a resale HDB. One of us is planning to concert to Singapore Citizen, so that we are eligible to buy a private condo with less/ or even without ABSD. There are two possible scenarios and I don't know which one will be applicable:
1)my husband, who is the owner of the HDB, convert to SC. I, as an SPR who is an essential occupier without property, can purchase a condo with 5% ABSD.
2) I, as an essential occupier, convert to SC, and the owner(my husband) remain as SPR. So I can buy a condo as SC without ABSD. The question here is if an SPR owns the HDB with an SC as an essential occupier, can we keep the HDB and then buy a condo? Or only when the owner is SC then the household can keep the HDB?

Hi,

The rules of HDB on buying private property while holding on HDB flat are such:
1) There must be an SC in the family nucleus.
2) The family is only allowed to purchase a private residential property upon meeting MOP.
3) Purchasing commercial/industry property is allowable during MOP.

There is no mention that whether the owner must be an SC or SPR. Thus both methods listed are feasible.
Do note that HDB rules were implemented way before cooling measures were implemented. Thus if you are really keen to achieve your plan, it is advisable to work on it quickly.
They might make changes so as to close up any gaps that they feel necessary. An example was the practice of HDB decoupling restricted in April 2016.
