I don't understand why is it that owner refuses to provide you a copy of tenancy agreement. Not sure of the terms and conditions you have signed as well. We are unable to provide any form of opinion in such scenario. You may wish to consult a legal professional in this case instead.

Hi, Did the owner ask you to do a stamp duty? stamp duty is required for the Tenancy Agreement to be legally binding. Both Tenant and Landlord should have a copy of the Tenancy Agreement.
