James has pointed out that you will only be eligible to purchase resale EC as both of you are PR of Singapore. The payment scheme will be similar to that of a resale property, where the maximum loan eligible for 1st property will be 80%, where minimum 5% has to be cash up front, with balance 15% of the downpayment either in CPF, cash or combination. Take note that you will be subjected to Additional Buyer's Stamp Duty for your purchase too.
