Hi,

you can purchase the flat with your mother, under the public scheme of a Parent-Child.

This is provided that she does not own a HDB currently, other wise she will have to sell it within 6months of purchasing a resale HDB with you.

For proximity grant, there is no need to include parents as occupiers. HDB will only request information of their current address, such as proof of living, marriage cert if its their matrimonial home etc.

And no, CPF and housing grants will be dispersed to CPF OA account which in turn will be used to pay for the resale flat.
