Yes foreigners are eligible to purchase only private properties in Singapore. However, as a foreigner, the additional buyer stamp duty (ABSD) will be levied in your purchase.

The initial cash outlay :
20% Cash (5% Cash & 15% CPF)
80% Maximum Loan
3% Buyer Stamp Duty
15% ABSD
Legal Misc Fess
NO agent fees

You are definitely welcome to purchase an investment property! You may look into investing in a private condominium, apartment, or cluster houses. In a nutshell, all strata-titled properties are for your consideration.

Plus, as a US citizen, you would not be liable to pay the 15% additional buyer stamp duties that other foreigners would need to pay! You'd just be required to pay the 3% buyer stamp duties that every purchaser would be liable for, regardless of citizenship and property count

Basically, your cash outlay is as follows:
- 20% downpayment (max 80% loan)
- 3% buyer stamp duties
- Legal fees
