You can apply for HFE to see if you can apply for HDB based on your income, age and residency status.

Hi,
1) To be eligible to buy an HDB flat, your foreign spouse must be holding a social visit pass or work permit in Singapore.
2) You shall be eligible under the Non-Citizen Spouse Scheme once your spouse holds the above-mentioned passes.
3) You have the option of buying a BTO/SBF 2-room flexi flat (99 years lease) or buying a resale flat of any type.
4) There are other things to consider when comes to buying a property:
(a) Financial means: You have the option of applying for an HDB loan since you are a Singapore citizen or a bank loan. The amount shall depend on your declared income.
(b) Private property locally and overseas: You will have to dispose of any private residential property locally and overseas before meeting eligibility conditions.
(c) Finance assistance from govt (grants): You might be eligible for housing grants provided by the government; $40k Single Citizen grant, $up to $40K EHG, and $10k PHG if you don't have an SC/SPR child.
5) You may apply for a Singpass to start the assessment process. https://www.singpass.gov.sg/home/ui/register/instructions
6) Next, apply the HFE from the HDB; https://www.hdb.gov.sg/residential/buying-a-flat/understanding-your-eligibility-and-housing-loan-options/application-for-an-hdb-flat-eligibility-hfe-letter
7) You will find the details of your budget & grants available from the approved HFE if you are eligible to buy an HDB flat.
