Unfortunately a married couple is considered as a single entity and therefore can only hold on to 1 HDB flat. For HDB, it is not possible to decouple as well unless the couple is divorced.
For your case, you may choose to keep one of the HDB flats and sell the other one in the open market. Please feel free to contact me so that I can understand your situation better and provide you with further assistance.
