Are you referring to buying a new EC? For a new EC, you will need to satisfy the Income ceiling requirements and also need to form a family nucleus before you are eligible to buy. If you had taken a CPF housing grant for your HDB previously, then you will also be considered as a 2nd timer and will need to pay the resale levy.
