Hi,

For resale HDB, you have to form a family nucleus (ie. parents with children, or married couple) to purchase. Your sibling however, can purchase on a sole purchase basis if he/she is 35 years old and Single Singaporean Citizen. For siblings purchase, they have to be orphans in the first place to do so.
