Hi, for PR purchasing a resale EC in an open market, you do not have to observe a 3 year waiting period. No income ceiling cap and you do not need to dispose off the overseas property. Because purchasing a resale EC is as good as though you are purchasing a private condo. But pls note that that the stamp duty payable will be at 8%.
