HI,

You can start to buy a new flat once the seller exercise the option.

But do you really want to wait till the seller have exercise the option before looking? Once it been exercise and submit to HDB, the whole process will take around 6 to 8 weeks (if you did not request for extension) to complete.

I would suggest that you start looking for the flat you want even before the exercising of flat as I wouldn't want you to rush through the process of buying a flat. It better to take your time to find your dream house and thereafter do a contra.
