For rental agreement, it is a must to be stamp to be legalized.
It is an obligation for tenant to bear the stamp duty fee, to protect tenant's interest.
Your property agent has to provide a copy of the stamp duty upon paying. He has nothing to gain except work. Do note that an administrative or service charges could be incurred.
Otherwise, you may pay stamp duty yourself.
And Yes, stamp duty is paying to IRAS (Inland Revenue Authority of Singapore) not to the agent.
