This is a good question as in general, HDB does not require anyone else to be listed as an occupier as long as a family nucleus is formed. However I have ever encountered specific cases where HDB requires family members to be listed as occupier if they do not have a place of stay. A place of stay does not necessarily means owning a house but renting one or staying at in law place will also be considered. I am specialised in HDB transactions.
