In fact, you can purchase a HDB resale flat with your non citizen spouse under Non- citizen spouse scheme now, dont have to wait till your spouse to obtain PR status.
You have to fulfill either one of the following conditions in order to be eligible under Non citizen spouse scheme:
1) If you are at least 21 years old
Your spouse must have a Long Term Visit Pass or Work Pass. The pass must have a validity of at least 6 months and it must be valid at the time of submission of resale application.
2) If you are at least 35 years old
Your spouse must have a Visit Pass or Work Pass. The pass may have a validity of less than 6 months, however, it must be valid at the time of submission of resale application.
