To sell within MOP period is only possible by providng valid reason to HDB for approval.
To do this, you have to write an appeal to HDB first and get an approval before planning the next step.
To gain capital appreciation, yes, it is advisable to sell and invest in private condo.
However, knowing is not equal to capable. The entry level to private condo is high, at least 5% cash + 15% cash and/or CPF. And your salary must be able to get sufficient loan to service the remaining 80% loan.
If you have financial difficulty, such as credit card over due, or had not paid credit card on time is going to greatly affect your loan approve.
Financial commitment such as car loan and lots of hire purchase are another factors that could not get the loan amount you need.
Buying HDB, is meant to have a roof over head and not serve as an investment tool, as the capital appreciation is slow and not substantial.
