Dear Hillary,

I strongly believe that there is always a pool of genuine and needy buyers waiting to purchase their 1st HDB from the resale market, and this pool of buyers may not necessary be Singaporeans but Permanent Residents as well.

Public housing is being built to provide affordable housing solution for the citizens and PRs, who may find supporting the housing loan tedious, whereas some PRs who have bought HDB have since moved on to upgrade into private housing while still keeping the HDB, therefore the government is acting to restrict such cases from happening and increase the supply of resale HDBs to cater to these needy pool of buyers, which I suppose if the PR decides to cash out their HDB, the amount of proceeds could be used for some other investments which can also generate similar returns from renting the HDB out.
