Hi,
Generally speaking HDB does not take back the flat as and when the owner feels like utilizing this option. It is only there are no other options (such as family break up or financial hardship bankruptcy) that hdb will consider taking back the flat, and at discounted rates from market value. It is far better to sell at the open market to get a better price.
