Your sister will need to do an assessment for loan to see how much she can undertake, and importantly she will need to refund you the CPF monies you have utilised for this HDB plus the accrued interest, so all in all, she will need to be able to secure about $160,000 to finance this takeover, and HDB must approve the transfer too.

For more details on the transfer, you can approach HDB for clarifications.

It looks possible if her income is still stable with fixed income with monthly cpf contribution, and good credit history a few years down the road, as the bank loan will be applied then. To buy over your share, she needs to minimally refund your cpf utilized plus accrued interest, take over your share of the bank loan.

I will say just go ahead with the BTO key collection first since settling down looks like the priority for you, and work out the details 2 or 3 years later when you have the keys to the BTO. It is a bit early to worry about this since your name is not immediately required to be removed.
