Good morning,
May I know the rough location of your condo and HDB? As these will play a part in determining whether its the right time to cash out on either property.
For Scenario (1), do you mean selling your own condo and moving back to the HDB and renovating the HDB for $100k instead? If so, I am not sure if that's the wisest move especially if the HDB is older and lease decay issue sets in 10 or 20 years later when you need to sell, which means its even tougher to recoup all the costs you have put in into the HDB.
There is also no need to wait out 15 months if you sell private property and buy another private property next. (unlike selling condo and buying resale HDB).
2) Resale HDB prices are also at an all-time high, so selling and buying a newer resale HDB (with similar sale & purchase price) may still make sense as it saves on your reno cost and need not require top up. If they are able to apply and get a new BTO, even better but the chances of this will be slim if they are 2nd timers. They cannot purchase resale HDB under 1 name, have to include both names to be eligible.
