If I purchase a resale HDB listing on Property Guru, the commission will be payable to the Agent (who list the property ) by the seller? An agent cannot act for both Buyer and seller.

I only need to pay the commission if I appoint a different agent to act on my behalf . (However, I am thinking of proceeding without an agent)

Yes, you're right, an agent cannot dual-represent.

You can of course proceed without an agent if you're familiar with the HDB purchase procedures. However, if you're unsure of the procedures, I would advise you to get an agent to assist you in your purchase. Afterall, it's possibly one of the biggest purchase of your lifetime, and I believe you would not want any potential hiccups in the transaction.

Also, do not be penny wise pound foolish in thinking that you are getting a good deal if you're saving on agent's commission.

1) Sellers' agent commission is payable by seller/s.
2) If you engage an agent, the agent is considered a buyers' agent, who will act on your interest.
3) All agents own a fiduciary to his/her employer.
4) You may purchase yourself without engaging an agent, just like anyone can go to court to defend himself without engaging a lawyer.
5) The only thing you have to weigh is whether it worth the amount to engage a professional in one of your biggest purchases in life.
6) Don't forget you are facing a profession to negotiate the purchase. :-))
